It refers to the hook-nosed, hunchbacked glove puppet of British seaside shows, who descends from the Italian commedia dell'arte character Pulcinella. In these performances he gleefully beats his wife Judy, the baby, a policeman and the Devil, squawking with self-satisfied delight after every victory. The diarist Samuel Pepys watched an early version of this puppet show in London's Covent Garden in 1662.
